Design issues included a need to marry the design of the building with both the older building adjacent to the site and with a newly constructed building.
The building presents two prominent faces to the public, affording high visibility. The exterior has a three face tower clock and an electronic information display unit.
The building incorporates the Cootehill Library and Arts Centre, which is managed by Cootehill Library Staff.
The interior is dominated by an atrium skylight and contains public artwork that bring together elements of local history and the process of enlightenment or learning.
Furniture was manufactured in Ireland and purpose built in some cases.
Accessibility was a high priority in the design as the county school for the disabled is located nearby, as well as a training centre for handicapped young adults. The research into services for the disabled fed into layout design, stock selection and staff training.
